Julian specialises in evaluation and value for money
His two decades of consulting experience span multiple sectors including health, education, social development, justice, housing, transport, environment and climate, trade and enterprise, governance, public finance, market development, energy, agriculture, pharmaceuticals and biotechnology, international development, philanthropy and social impact.
The Value for Investment evaluation system, developed through Julian’s doctoral research, is used globally to evaluate complex and hard-to-measure programmes and policy reforms. Julian received the 2021 Australian Evaluation Society Evaluation Systems Award, recognising the widespread adoption of the approach. Much of Julian’s current work involves helping decision makers and evaluation teams using the approach.
Julian is a member of the Kinnect Group, an Associate of Oxford Policy Management, an Honorary Fellow at the University of Melbourne and a University Fellow at Charles Darwin University. His career has included policy roles with the governments of New Zealand and Canada, senior consultancy roles with KPMG Australia, and establishing and leading the NZ office of an Australian consulting firm.
Julian is a member of the Aotearoa New Zealand Evaluation Association, the Australian Evaluation Society, the UK Evaluation Society, and the American Evaluation Association.
